Finance Officer
The Shire of Moora is seeking an experienced Finance Officer to support the Financial Services team. At the Shire of Moora we are committed to delivering excellent public services and ensuring high level financial management across all departments.
As a Finance Officer, you will play a key role in supporting Council’s financial operations with a strong focus on debtors and rates administration. You will also provide support with creditors processing and general finance functions to ensure accuracy, compliance, and transparency in the use of public funds.
Key Responsibilities
- Administer debtors and rates functions, including billing, invoicing, collections, reconciliations, and responding to customer and ratepayer enquiries.
- Monitor outstanding accounts and assist with debt recovery processes in line with Council’s procedures.
- Process rates notices and maintain accurate property and account records.
- Support the creditors/accounts payable function by assisting with invoice processing and payments as required.
- Prepare and maintain financial records, reconciliations, and reports.
- Assist with budget preparation, monitoring, and forecasting.
- Support end-of-year financial closing, audits, and statutory reporting.
- Ensure compliance with relevant legislation, policies, and procedures (including local government financial regulations).
- Collaborate with internal and external departments to provide timely financial advice and support.
- Contribute to continuous improvement of finance processes, systems, and reporting practices.

Essential Criteria
- Qualification in Accounting, Finance, or equivalent relevant experience.
- Proven experience in a financial role, with strong skills in accounts receivable, debtors, or rates administration.
- Understanding of Australian accounting standards and regulations.
- Strong proficiency in Microsoft Excel and financial systems.
- Excellent organisational, analytical, and communication skills.
Desirable
- Knowledge of local government financial regulations.
- Experience with grant funding, asset management, or procurement processes.

The position is offered under the terms and conditions of the Local Government Industry Award – Industrial Agreement, level is dependent upon skills and experience.
